Before the Court is defendants' Motion [21] for Summary Judgment. Previously, this Court granted defendants' Motion [9] for Summary Judgment on October 29, 2008. Plaintiffs appealed on December 10, 2008. Upon defendants' request, the Court of Appeals remanded the case to this Court on May 19, 2009 so that defendants could reevaluate plaintiffs' Freedom of Information Act...
