Plaintiff filed suit against defendants on the ground that levies attached by the Internal Revenue Service to his retirement benefits and other property were unlawful. The United States has since counterclaimed against plaintiff to reduce plaintiff's allegedly unpaid taxes to a judgment and for a penalty against plaintiff for advancing what it contends is frivolous litigation.
