Now before the Court is the plaintiff's motion [56] to amend the Court's November 26, 2008 order, 587 F.Supp.2d 269 (D.D.C.2008). Upon consideration of the motion, the opposition, and the reply, the plaintiff's motion will be GRANTED in part and DENIED in part.
