Appellant is an evangelical Christian who wishes to speak on the campus of Tennessee Technological University (TTU) about his religion. TTU requires non-affiliated individuals and groups to obtain permission before speaking on certain parts of the campus. TTU employs a fourteen business day advance notice period for all applications.
