Defendant Clifford Clayton appeals from the district court's entry of a final order of garnishment against the New Orleans Baton Rouge Steamship Pilots Association ("NOBRA") to collect on the restitution that Clayton was ordered to pay to the Internal Revenue Service ("IRS") as part of his federal criminal sentence. Along with other provisions not appealed, the garnishment order in dispute required NOBRA to pay the United States all of Clayton...
