Lonnie McKinney owned and lived in a duplex for which he owed $5786.66 in property taxes for the year 2001. Peoria County, where the duplex is located, sold the tax debt to Salta Group at its annual tax sale in 2002. At a tax sale in Peoria County, an investor can bid on delinquent taxes by announcing what interest rate the investor will charge on the delinquent fees.
