In September 2006, McArthur Johnvell Higgins pled guilty to the charge of conspiracy to distribute and to possess with the intent to distribute fifty grams or more of cocaine base, methamphetamine and marijuana, in violation of 21 U.S.C. §§ 841(a)(1), 841(b)(1) and 846. At sentencing in February 2007, the district court1 found Higgins responsible for 170.1 grams of cocaine base, 2.5 grams of methamphetamine and 907...
