In the early morning hours of March 19, 1996, appellant Colie L. Long shot and killed fourteen-year-old Ronald Williamson. After nearly two decades of subsequent litigation regarding his convictions and sentence, the trial court ultimately sentenced Mr. Long to life in prison. See Long v. United States,
