Appellants/cross-appellees, eight Metropolitan Police Department ("MPD") officers,1 brought suit in Superior Court under the District of Columbia Whistleblower Protection Act ("DCWPA").2 Appellants' whistleblower claims arose out of their ultimately unsuccessful efforts to secure off-duty employment as security guards at the then newly opened Gallery Place mall in downtown Washington...
