This matter involves a petition for writ of habeas corpus. Inmate Robert Shippman,1 serving an indeterminate life sentence for the second degree murder of his wife, challenges as contrary to the evidence a decision by the Board of Parole Hearings that he remains an unreasonable risk to public safety and, thus, unsuitable for parole.
