Vincent John Cusano ("Debtor"), pro se, appeals an order of the bankruptcy court conditioning the voluntary dismissal of his Chapter 13 case. The bankruptcy court barred the Debtor from refiling any voluntary petition under Chapter 13 for two years and limited the effect of the automatic stay should the Debtor file any voluntary petition for relief.
