Appellant Mario Scott was charged in the Jefferson County Circuit Court with capital murder, and, pursuant to a negotiated plea agreement, he pled nolo contendere to a reduced charge of first-degree murder. In exchange for the plea, the State recommended, and the circuit court imposed, a sentence of 300 months' incarceration to run consecutive to time that he was already serving in the Arkansas Department of Correction.
