The Maryland Aviation Administration ("MAA") owns and operates Baltimore-Washington International/Thurgood Marshall Airport ("BWI" or "the Airport"). MAA leases BWI's retail business concession spaces in its passenger terminals to Respondent, BAA Maryland, Inc.
