David Glen Heard pled guilty to two counts of "knowingly and intentionally ... [l]ook[ing] upon ... the body or private parts of [a] child under sixteen ... in [a] lewd and lascivious manner," in violation of Oklahoma's lewd molestation statute, Okla.
