Jesus Ernesto Aguirre petitions for review of an order denying his application for suspension of deportation, a form of relief that was available to certain noncitizens before 1996. To be eligible for suspension of deportation, Aguirre had to show that he had accrued seven years of continuous physical presence in the United States since his arrival. In 1996, Congress passed the Illegal Immigration Reform and Immigrant Responsibility Act of 1996...
