C. Ferdinand Sybert, Attorney General, Joseph S. Kaufman, Assistant Attorney General, and Edward S. Digges, Special Assistant Attorney General, filed an answer to the Bill of Complaint for the State of Maryland, defendant. For previous decision of the Court, see 355 U.S. 269.

It is ordered that MR. JUSTICE REED (retired) be, and he is hereby, appointed Special Master in this cause, with authority to summon witnesses, issue subpoenas, and take such evidence as may be introduced and such as he may deem it necessary to call for. The Master is directed to hold hearings with all convenient speed, and to submit a report with recommendations relative to the disposition of the questions raised by the pleadings.
