On application of the complainant States, Wisconsin, Minnesota, Ohio, and Michigan for the appointment of a commissioner or special officer to execute the decree of April 21, 1930, (281 U.S. 696) on behalf and at the expense of defendants.

These causes came on to be heard on the Report of the Special Master, Edward F. McClennen, under order entered December 19, 1932, and were argued by counsel.
