Pending before the Court are the motions to dismiss filed by Defendants Commonwealth of Puerto Rico, Junta de Libertad Bajo Palabra, Administración de Corrección, and Maria E. Melendez Rivera (collectively "Defendants"). (Docket Nos. 17, 20, and 21). For the reasons set forth below, the Court GRANTS Defendants' motions to dismiss.
