MEMORANDUM OPINION

ELLEN SEGAL HUVELLE, District Judge.

In 2005, a jury convicted petitioner of conspiracy to make false statements to financial institutions to obtain mortgage loans, in violation of 18 U.S.C. § 371, and of three counts of wire fraud, in violation of 18 U.S.C. § 1343. Petitioner was sentenced to 57 months of imprisonment and ordered to pay $355,449.70 in restitution. The conviction and sentence were affirmed on appeal. ...
