I. INTRODUCTION

Defendants Lewis Allen and Luis Valerio pled guilty to the sale of a relatively small amount of crack cocaine. The Government contends that defendants were involved in a much broader conspiracy to distribute crack cocaine. A Fatico hearing was held on March 17 and 19, 2008.
