The Arkansas Board of Collection Agencies ("Board") appeals from an order of the Pulaski County Circuit Court reversing its decision to deny the request of Sharon McGhee, individually and on behalf of a class of similarly situated persons, for a claim on a surety bond issued by Old Republic Surety Company, Inc. ("Old Republic"). We reverse and remand the decision of the Board and affirm the decision of the circuit court.
