MEMORANDUM OPINION & ORDER

Defendants ("Oce") have moved [39] to unseal all records filed by relators in this False Claims Act ("FCA") suit, in which the United States has declined to intervene. Relators oppose [41] this motion. The Court has considered the parties' various filings, the applicable law, and the entire record herein.
