This case springs from Joseph Nathan Bellamy's convictions in the Circuit Court for Montgomery County for first degree murder and use of a handgun in the commission of a crime of violence. On 25 July 2003, the body of Jermaine "Jay" Carter was found in a wooded area near Brown Station Elementary School in Gaithersburg, Maryland. It bore two gunshot wounds, one in the back of the head and one in the right shoulder...
