This appeal involves the interplay between the School Ethics Act (SEA), N.J.S.A. 18A:12-21 to -34, and N.J.S.A. 18A:12-2. N.J.S.A. 18A:12-2 prohibits board of education members from having a direct or indirect interest in any claim against their board. The SEA operates in complementary fashion.
