his appeal arises from the denial by the defendant, the historic district commission of the town of Fairfield (commission) of the application of the plaintiff, Elaine J. Gibbons, for a certificate of appropriateness for proposed changes to her property. The commission denied the application on the ground that the proposed relocation of an existing outbuilding would damage the historical integrity of Southport Harbor.
