The United States brought this action under 47 U.S.C. § 504 to enforce a $75,000 forfeiture imposed by the Federal Communications Commission against Defendant Northeast Communications of Wisconsin, Inc. ("Northeast"). The FCC imposed the fine as a result of Northeast's communication with a bidder in a 2002 auction for licenses in the 698-746 MHz band of the electromagnetic spectrum.
