Plaintiffs, L.M. and M.M., individually and on behalf of their minor son, N.M., bring this Individuals with Disabilities Education Act ("IDEA") suit, 20 U.S.C. §§ 1400-1491, against Defendant, Philadelphia School District (the "School District").
