Pro se plaintiffs Michael and Barbara Chenkin are residents of Park West Village ("PWV"), a multi-building apartment complex on the upper west side of Manhattan. They sue to stop construction of new buildings within the complex. PWV was built in the 1950's and 1960's as part of an urban renewal project. Defendants are owners of portions of the site and are developing additional buildings in the complex...
