Edward Rivera is serving a 156-month term of imprisonment for offenses involving the possession and distribution of crack cocaine. He now seeks the reduction of his sentence to reflect Amendment 706 to the United States Sentencing Guidelines, which altered § 2D1.1 of the Guidelines to reduce the Guideline sentencing ranges applicable to crack cocaine offenses.
