I. INTRODUCTION

This case arises after the merger of two local chapters of the International Brotherhood of Electrical Workers' Union (Local 102 and Local 675). At the time of the merger, the pension plans and welfare plans of the two locals were also merged into a pension plan and a welfare plan for the new merged chapter (Local 102 became the "surviving" chapter).
