Noor Fiyaza Rizvie ("Rizvie"), is a native and citizen of Sri Lanka. She has lived in the United States since she entered on July 6, 1995 with a legal visa. She filed an application for asylum and withholding of removal in 1998. She petitions for review of a March 13, 2003 order of the Board of Immigration Appeals (the "Board") affirming the March 1, 1999 decision of Immigration Judge Gabriel C. Videla denying her claims.
