A severe rainstorm on September 21, 2002, resulted in the flooding of streets and homes in an area of southwest Atlanta known as the Booker T. Washington High School (WHS) neighborhood. As a result of the damage caused by the flooding, Brenda Broadnax and other owners of homes in that neighborhood brought this consolidated suit against the City of Atlanta.
