Defendant Kenneth McGriff ("McGriff') is being administratively detained in the Special Housing Unit ("SHU") of the Metropolitan Detention Center ("MDC"), ostensibly pending an investigation by the United States Bureau of Prisons ("BOP") into McGriffs alleged possession of subscriber identity module ("SIM") cards for cellular telephones.
