MEMORANDUM DECISION AND ORDER

COGAN, District Judge.

This action for false arrest based on 42 U.S.C. § 1983 is before me on the parties' cross-motions for summary judgment. Defendants' motion is granted; plaintiffs motion is denied.

BACKGROUND
