R.P. and his parents, Reuben and Dietra Pinn (collectively "plaintiffs") appeal an adverse Hearing Officer Decision ("HOD") under the Individuals with Disabilities Education Act ("IDEA"), 20 U.S.C. § 1400 et seq.
