On July 15, 2004, Terence Anthony Powers committed suicide in a holding cell at the Metropolitan Police. Department's Third Precinct Headquarters only hours after he was arrested for possession of cocaine with intent to distribute and driving with a suspended license. Mr. Powers's mother, Plaintiff Patricia Powers-Bunce, has sued the District of Columbia and several individual Metropolitan Police Department...
