THIS MATTER comes before the Court on Defendant Thomas R. Brooksbank's Motion to Dismiss, or in the Alternative, for Summary Judgment [Doc. 9], and Plaintiff Priscilla Billsie's Motion for Leave to File [a] Surreply [Doc. 16]. Jurisdiction arises under 15 U.S.C. § 1692(d) and 28, U.S.C. §§ 1331, 1337(a), and 1367.
