This case is before the court on plaintiffs Parkdale International, Ltd., Riverview Steel Co., Ltd., and Samuel, Son & Co., Ltd.'s, and plaintiff-intervenor Russel Metals Export's (collectively, "plaintiffs") motions for preliminary injunctions to prevent the liquidation of certain entries of goods.1
