Plaintiff William West, a prisoner, wanted to stay abreast of the nation's current events while he was incarcerated. To accomplish this, he subscribed to USA Today using his own funds. Some might be surprised to learn that prison authorities at the Wisconsin Secure Program Facility (where plaintiff was incarcerated) did not approve of plaintiff's efforts...
