Petitioner Albert Greenwood Brown, Jr. ("Brown") was convicted in California and sentenced to death for the rape and murder of a fifteen-year-old girl. The district court denied his petition for a writ of habeas corpus, but granted a certificate of appealability ("COA") on two claims that Brown received ineffective assistance of counsel in the sentencing phase of his trial.
