IRVINE, Judge.

¶ 1 Appellant John Gorman ("Gorman"), successor personal representative of the estate of William D. Headstream, appeals the probate court's decision ordering him to pay from the estate a claim of $2.2 million to the Arizona Department of Environmental Quality ("ADEQ" or "State"). Gorman argues that the claim, which arose from the need to remediate contamination caused by underground storage tanks owned by decedent, remains unliquidated...
