The New Hampshire Division for Children, Youth and Families (DCYF) has petitioned for a writ of certiorari, see Sup.Ct. R. 11, challenging a decision of the RSA 170-G:4-a Hearing Panel (hearing panel) pertaining to rates set for state fiscal year 2006 (SFY 2006) for the respondents, Hannah House, NFI North, and Pine Haven Boys Center.
