The instant case concerns the election of local public officials in the State of Maryland. Specifically, at the core of this action is the issue of the authority of the Circuit Court for Carroll County, by its approval of an agreement ("Consent Order") between a private party and an executive agency, to modify the method of election of Carroll County commissioners.
