The genesis of this ethics proceeding was the filing, in the Circuit Court for Anne Arundel County, of Cambridge Commons v. Anne Arundel County, Case No. C-2001-69418-AA, a class action lawsuit alleging that, between 1988 and 1996, Anne Arundel County mishandled and unlawfully used the developmental impact fees it collected.
