This case returns to the Court after we remanded it to the Prevailing Wage Appeals Board (Board) for additional factual development and analysis. At issue is whether the Pennsylvania Prevailing Wage Act1 (Wage Act) is applicable to the renovations of the building (Property) used by the Ronald H. Brown Charter School (School) in Harrisburg.2
