J.M.B. is a fifty-five-year-old divorced man who was serving a state prison term of five years for tampering with a witness, N.J.S.A. 2C:28-5a(1), and an additional one year consecutive term for violation of a previously imposed probation. Before J.M.B.'s release, the Attorney General filed a petition for his civil commitment under the Sexually Violent Predator Act, N.J.S.A. 30:4-27...
