TAURO, District Judge.

Theodore Anagnos ("Decedent") was struck and killed by a fleeing motor vehicle during a police pursuit. Amy Anagnos and the Estate of Theodore Anagnos ("Plaintiffs") bring this suit against the City of Lowell and Christopher Finneral, a police officer in the City of Lowell, for negligence, wrongful death, and violation of decedent's civil rights. Defendants each move for summary judgment.
