I. INTRODUCTION

On September 11, 2001, this nation experienced the worst terrorist attacks in its history. The September ¶ attacks claimed over 3,000 American lives and severely undermined this nation's sense of security. The actions of the terrorist perpetrators, fueled by ignorance and intolerance, launched this nation's quest to identify, apprehend and bring to justice terrorist criminals...
