¶ 1 Appellant, Y.C. ("Mother"), appeals from the orders of the Cumberland County Court of Common Pleas that changed the placement goal for two of her dependent children from reunification to adoption. Specifically, Mother asks us to determine whether her substantial compliance with the permanency plan precluded the trial court from changing the placement goal to adoption.
