McCONNELL, Circuit Judge.

Pro se petitioner Yong Ting Yan seeks review of a final order of removal issued by the Bureau of Immigration Appeals (BIA), which summarily affirmed a determination by an Immigration Judge (IJ) denying Mr. Yan's application for asylum, restriction on removal,1 and the Convention Against Torture (CAT). We reverse the decision of the BIA, and remand for further proceedings...
